Remote Site Launch 3 World Peace Project's (RSL3WPP) 2025
It is with great excitement I reach out to you and your organization and ask for your support in the ongoing efforts of Remote Site Launch 3 (RSL3). My name is Melbourne Sann and I am the owner and executive director of RSL3 inc. a non profit 501c3 historical museum located in Northeast North Dakota. RSL3 is teaming up with the National Endowment for the Humanities (NEH) to promote a world peace project (WPP). RSL3 will be launching its 2025 WPP by hosting annual performances promoting world peace at its former Anti Ballistic Missile (ABM) Site. Listed in the National Register of Historic places in 2018, RSL3 was part of The Stanley R. Mickelsen Safeguard Complex (SMSC). The SMSC consisted of six separate sites spread out over 60 miles and equipped with nuclear tipped missiles, defending our offensive Minuteman Intercontinental Ballistic Missiles (ICBM)'s scattered across the northeastern United States. Historians and scholars alike agree that the SMSC and RSL3 were instrumental in promoting world peace with the USSR (Russia) during the origional1972 Strategic Arms Limitation Treaty or SALT agreement, which later lead to Salt II and the reduction of land based nukes. RSL3 has chosen to carry on the world peace initiative and with the current situation in the world, this idea couldn't have come at a better time. The trillion dollar push of the pendulum towards world war must have a equal "push back" towards world peace if we are to "free our minds" of mass destruction. It will be through reflection and awareness using song and dance within our productions, which transcends across all human cultures. It is with your help RSL3 inc. will provide its yearly World Peace Project carrying on the concept of world peace, building on what those before us have achieved.
World Peace Project Concept
RSL3's first WPP's scheduled for the fall of 2025, is the brainchild of Melbourne Sann the owner of Remote Site Launch 3 missile site tours. Melbourne was applying for funding with the National Endowment for the Humanities' (NEH) 250th celebration of the United States of America's theme "a more perfect union" when the basic idea form into a just cause. "A more perfect union" in my eyes would be "a more peaceful union, or world peace". Melbourne then thought about who were the big peace movement pioneers and John Lennon came to mind. John Lennon was murdered outside his home in NY in 1980, I remember it like it was yesterday, I was just about to graduate high school. I remember thinking, "the war machine just ran right over him" and now who's going to look after peace? Melbourne believes John Lennon was killed because of his promotion of world peace and a love for humanity, which we all should share, in order for it to grow. Having said that, he believes we as a human species have to "pick up the peace ball" and play-on. You see there is no money in peace, outside of a tee shirt, and if John Lennon were alive today there would be a continued peace movement which Melbourne feels would have transformed the world, saving countless lives and heartache...just imagine. John Lennon is gone but in his spirit of peace, RSL3 first WPP will be dedicated to him and features two of his songs. Melbourne takes the assault on peace and the untimely death of John Lennon personally, and at the age of 61 feels the inspiration and responsibility to make some kind of impact on world peace reflecting on John Lennon ideas put forth in his songs. After all... peace is something we can all live with.
World Mission
Our mission at RSL3WPP is to capture, enlighten and entertain a world audience with musical productions promoting world peace. By exposing this audience to mind provoking productions using song, dance and RSL3's unique missile site's abilities, we plan to open minds to the possibilities of a peaceful coexistence. At RSL3 our productions will be as unique as our messages toward world peace. RSL3 will provide access to teams from around the world trying to get their message of peace out, without them having to block expressways, hijack our educational institutions or interrupt the Macy's Day Parade. Make no mistake RSL3WPP will not tolerate hate, prejudice, discrimination, exclusion, etc. and will not be hijacked itself. We will however produce productions which promote world peace and may be controversial or address current world situations. Topics which address humanity, karma, or personal reflection on different levels may not be seen as mainstream today, but may seem more relevant in the future. Teams should range from 6-12 people and should originate from 3 different countries minimum. Our website will generate worldwide interest and offer a multiple multi-lingual sections, allowing multi-cultures to interact with translation between nations. Comment section and dialogue will cater to viewers and production teams wishing to sign up for productions and we will use questionnaires to help link multicultural teams. Worldwide production teams will compete and present their proposed message of world peace to RSL3WPP board of directors, who will choose the next 2026 WPP. If future productions are worthy, or parts are, they will be promoted through the combination virtual reality program (VRP), through our mobile/permanent exhibitions and streamed live on the RSL3.com website. By working with multi-culture teams the WPP message gets out to the world through interaction between countries. In short, we will take criticism and suggestions into account from viewers, and allow serious, creative, peace promoting citizens from around the world to come forward, join together, and stay at RSL3's historic site the following summer to organize the next World Peace Project's to premiere in the fall of that year. Tours will also continue and RSL3 will be "a-buzzed" with creative activity. This investment from the private sector and the NEH will allow RSL3 to meet the goals of this proposed opportunity, with monies going toward a RSL3 experienced production team which will assist future teams with their WPP's. Interaction between nations will be a daily thing and will allow people from around the world to follow RSL3WPP's quest for peace by using webcams and somehow giving them a say in that peace, by having input into existing or future productions. We hope to have live performances from original songs artist (pro bono) enhancing our messages impact. RSL3WPP's world mission is to produce innovative ways of promoting world peace, year in and year out. Positioned in between the active Minuteman ICBM's and Cavalier Space Force Station, RSL3's mission and wordly productions will quickly spread around the world making a global impact on world peace.
Worldly Format
The complete production will run approximately 45 minutes and be filmed at night from 6 angles and include drone footage and edited to incorporate the VR footage and then be shown during the day in the proposed interactive underground theater located in the RLOB. Attendees will be seated atop the Remote Launch Operations Bunker (RLOB), a 30 ft. elevated berm overlooking the sprint missile field silos. There will be a coordinated effort to sync music, missile field lasers, extensive light show, 3D laser projection, and a cinema story-line on a 40 foot inflatable screen. RSL3WPP will use its unique 16 silo sprint missile field and 16 dancers to spell out words invoking feelings and curiosity. The production begins with the announcer welcoming people to RSL3WPP first production, as music and extensive lighting schemes show off the site. As the production progresses, a Military (MRAP) vehicle will start driving around the illuminated perimeter road pulling the U.S. Army transport trailer with the 27 foot mounted Sprint Missile built to scale. Site photos and pictures of the transport can be found on rsl3.com. The transport will proceed around the illuminated perimeter road which encircles the missile field and RLOB's berm. After the transport circles the 1/2 mile perimeter road it will enter the missile field parking equally between the four rows of missile silos. The lighting and sound will climax and come to a silence at which time attendees will be directed to place a pair of virtual reality (VR) goggles over their eyes. A custom virtual reality program (VRP) will capture the attendees and show how the Stanley Mickelson Safeguard Complex functioned, highlighting the six components, their location across the countryside and putting attendees right in the action of missile launches and intercepts. Those without VR goggles will follow the story line on the movie screen. The philosophy that guides the exhibition, is to stimulate and educate visitors within the humanities without their being aware of it. The inner workings of the SMSC and the humanistic circumstances surrounding such a site, will be meshed into a VRP to run a storyline taken from accurate film, photos, personal accounts and humanities advisors to compile a educational and sensational experience using interactive features. A enhanced deck with fans and sound effects will provide a simulated transportation vehicle for viewers to move across the countryside exposing attendees to the SMSC design and function, but also depicting an all out simulated nuclear exchange in which RSL3 sprint missiles will seemingly be launched right in front of viewers. We will use the past information with the present VRP technology to create an exhibition which spans 65 years back and then into the future highlighting the former PAR, which is now Cavalier Space Force Station. RSL3 will take visitors on a history lesson starting in the past (1960-1972), using story line from cinema, ATT Archives: A 20 year history of Anti ballistic Missile Systems to produce a updated VRP and interact with a 5d theater built in the RLOB. The custom VRP will be designed especially for this production and incorporate the humanities documentation, highlighting the importance of the sites and how it promoted world peace.
The Virtual Reality program will last approximately 8 minutes and end by bringing the attendees back to the missile field showing the missiles transport (still in the VR program with goggles on) only adding 16 small missiles (7 foot), with one in front of each silo. The attendees will then be instructed to remove the goggles and at this time in the production, the 16-7 foot missile shown in the VR program will be brought to life by 16 actual performers wearing white missile costumes holding poles with streamers. The dancers will wait for the song "Missile" by Dorothy, to start and then dancers will begin stomping the poles to the beat of the intro while the (3d) lyrics to the song are projected over the dancers as well as relevant video projected on the inflated cinema screen which reinforces the message of the music, dancers, and laser show. Using 2 dancers per silo dancers will change the silo covers messages with magnets located on the end of their poles which connect to magnets on the cloth silo covers. Words and pictures will also appear on the cinema screen, and laser 3d projectors will project words over the dancer heads, engaging attendees focus as they scan the cinema screen and laser missile field show. As scripted songs references the words the missile silo covers will be able to spell out these words giving a visual. The missile field has four silos across and four silos down allowing words to be spelled out. The performers will dance in a synchronized rhythm around the missile silos following lyrics and at one point worshiping the sprint missiles on the transport, while circling the missile silos with streamers swirling on poles. The silo covers will display "this war is mine" as the song states "I am a missile, I am the fire, love is destruction, this war is mine. A "LOVE" prop, four people each in a letter "L" "O"'V" "E" in four different colors, will be running around kind of lost in everything and at one point worshiping the Sprint missile transport as well, as the lyrics state "love is destruction" multiple times. At the end of the "Missile" song the "LOVE" prop lays scattered around the silos as if LOVE was lost in the missiles' destruction. This is the aggressive part of the production and highlights our obsession with missiles, war and destruction, with lyrics stating " I am a missile, this war is mine" and "your messing with the wrong wolf baby", So here's the part where you need to ask your cell phone (through i tune app or siri) to play "missile" by Dorothy. I highly recommend you listen to this 4 minute song as it is so powerful it reminds me of "The greatest showman P.T. Barnum" when that movie started the actors are stomping on the bleachers with the music.... and we plan to be doing the same to start the physical performance of "Missile" with the stomping of the poles carried by missile performers. As the song "Missile" is ending a climatic visual pyrotechnic fireworks with a loud explosion and then silence with the silo message of 1st row="THIS", second row ="WAR", third row="IS" fourth row= "MINE" or "this war is mine" conveying a subconscious message that "I have control of war".
After the extensive "Ying" of the production we will start to move away from war and it consequences with the song "Free Your Mind" (5min) by En Vogue which will start playing, and at which time the performers will shed their missiles costumes, conveying the freeing up of the obsession, giving way to their dress underneath which will be attire from around the world representing the 16 different countries who currently posses nuclear weapons. The "LOVE" prop reemerges and helps to collect the missile costumes, throwing them through a large window frame (prop) inferring the freeing of the mind by discarding the missiles and concept of war by throwing them "out the window". As the dancers move along with the song they start to turn the 9 foot wide missile silo covers to their countries flag representing the world stage. The LOVE prop will then seemingly push the missile and transport off the missile field showing love can "overcome hate and remove the missiles of war" and that war is now "out the window" as well. The silo covers will then spell out "free your mind" and then flash the silo covers to show "READ ME..(you gota learn how to) SEE -ME" as the song states "before you can read me, you've got to learn how to see me" which lyrics run deep into prejudices we all have on many levels, inferring our hate or dislike for people or situations we don't really understand. As the song goes into a instrumental towards the end, the dancers will then undress further from the multi-culture costumes leaving dancers in white leotards, the same way as before, with the "LOVE" prop throwing the individual country's clothing and identity "out the window" as well, leaving only individuals behind with free minds able to digest the next part of the production. The viewers also take this ride and if "for only a moment" feel as though they can be free from dogma related to their countries. The dancers will then turn the silo covers to spell "FREE" "YOUR" "MIND" with the bottom four silos showing a blue green earth symbol, ending the song.
In this production we have the "ying" and the "yang". The Ying is the build up using the "Missile" song by Dorothy with little missiles worshiping the larger missile transports dancing around the launch missile silo's etc. and then the freeing of the mind from missiles and war, as well as their individual countries expectations, of their support for war. Then comes the "yang"... at this balance point of the production when the song "The Window" by the Steve Miller Band starts (again please listen to this 4 min. song). The intro allows lasers to twinkle with music as the lyrics start, The song states "ask my baby what she want to be...she'll say a monkey swinging in a tree, ask my baby whats shes thinking of... she'll say there nothing, greater then love". The sixteen dancers will be worshiping the LOVE prop, at which time the song references "' look through the window.... tell me what do you see?"..."a beautiful planet ....peace and harmony", The LOVE prop and dancers will now be looking through the large window prop at the inflated cinema screen, showing a woman in a space ship looking out over the earth which has a enlightened "Peace Sign" on it. (see attachment below) The person in the picture is a woman who's identity will be changing to represent multiple cultures both man and women. The picture conveys a multicultural independent "view in" on our earth depicting a world with peace and harmony. The missile silo covers will read " PEACE AND HAR- MONY" (with the prop "LOVE" using the "E" to be placed at the end of the peace. The song then states " love is surrounded, we are one you and I, gather your leaves together, cause only love until we die.. until we die" The song then states "ask my baby what she's going through....she'll say the same thing, the same thing as you" at which time the cinema screen will show the turmoil of what all countries go through, flashing; natural disasters, protest, wars, starvation, flooding, etc. on the cinema screen. The story-line is showing we are all going through "the same thing as you" like the song says conveying "we are one" in a sense of "concern for all countries" aspects of life. The song then say's look through the window.. tell me what do you see.. a beautiful planet ...peace and harmony" at which time the LOVE prop and the dancers look through to the cinema screen and see people getting along, peace accords, kids running in a field etc.. The song again states "love is surrounded.. we are one you and I,...gather your leaves together .. cause only love until we die.. until we die.. "This is when The LOVE prop lays down, surrounded by the dancers laying down encircling the love prop with 3 foot leaves shaped with the earth (blue and green) on one side and the multiple country flags representations on the other, allowing performers to turn the leaves back and forth with the message of world peace from their country to surround the "LOVE prop to form a flower AS the song ends with "cause only love until we die...until we die", At which time the silos will be turned over to LOVE UNTL WE DIE with the empty silo covers having earth blue/green emblems. Again, the songs ending, allows for the synchronizing of missile field lasers to music twinkling and fading away.
Mind games by John Lennon will then play, with the words being projected over the silos /Dancers who are sitting in front of the silos meditating as "Mind Gorillas" as the song lyrics state. The story line will also play on the inflatable movie screens showing people meditation all around the word. as the song progresses a bright light will appear above the missile field as a seemingly "combined awareness" and then shoot up into the night sky and continue to do so. AS the song state that "love is a flower...you gotta let it ..you gotta let it grow at which time the love prop will have the dancers encircle the love prop with 6 foot lit pedals to show love growing in the world. At this point we invite the audience attending the production as well as the millions on line to join us in a peaceful awareness of love for and around the world. As the song states in the end "I want you to Make Love Not War....I know... you heard it before." The silos will read MAKE LOVE NOT WAR.
Then Imagine by john Lennon finishes the production with people continuing to meditate, listening to the lyrics while they seek the light or as John Lennon said "a dance in the sun". Imagine challenges everyone to "feel for a second" what it would be like to have nothing to defend? "Nothing to kill or die for" that this state of peace "is" possible if we relinquish the "concepts" of heaven, hell, possessions, country, religion, brotherhood of man, and imagine all the people sharing all the world, you may say I'm a dreamer, but I'm not to only one, I hope some day you will join us, and the world will live as one...~ John Lennon.
The "LOVE" prop reemerges and join hands with the dancers and circle the silos with blue/green earth covering, large earth. Showing a love for the earth As the song "imagine" ends the missile field top row will have spell out the word "LOVE" with the far right silos from the bottom up spelling "HOPE" sharing the "E" with "LOVE", then the silo covers will change to read PEACE BE WITH YOU with blank silo covers showing blue and green earths.
The lights will come up on the site, thanking people for attending etc.. "Fly Like an Eagle" an by The Steve Miller Band will be played at the dispersing of the crowd.
Physical Mission
The Physical mission of Remote Site Launch 3 World Peace Project (RSL3WPP) is to provide a physical site, a platform if you will, for production teams from around the world to compete to present their message using song, dance, props, etc and the extensive production capabilities incorporated into RSL3 infrastructure. Lasers, which were used in the missile field to detect movement in the past, will be reinstalled and able to change color and movement supporting the lighting scheme. RSL3 Missile Site pioneered world peace between the United States and Russia (USSR) with the original SALT Treaty (1972). RSL3's WPP will launch world peace where we once planned to launch world war. RSL3 will use its 43 acre site highlighting it's 16 silo sprint missile field, 12,500 sq. ft. Remote Launch Operations Bunker (RLOB), 2,500 sq. ft. Limited Area Sentry Station (LASS), Exclusion Area Sentry Station (EASS), 4 layers of security fencing and extensive lighting scheme. The NEH award and private contributions will enhance RSL3's existing infrastructures thereby providing a platform to make available to the world allowing access to RSL3's site and its exhibition capabilities to people from around the world. Our Mobile exhibition will then "take that show on the road" to underrepresented communities, and the interactive underground theater will provide added excitement for viewing during daytime tours and in inclement weather. RSL3 functions as a historic museum offering interpretive tours, living history presentations, and a mobile 27 foot sprint intercept missile mounted on a US Army trailer pulled in area parades and recently displayed at the Grand Forks Air Force Base 2022 "Northern Thunder" Space and Air Expo. Audience, Marketing and Promotion
Tourism is growing in this area with the existing Frost/Fire facility with their ski loge offering year around activities; frost/winter and fire/summer productions offering live mainstream Broadway performances located 30 minutes away. There are also interactive fossil digs at the Morton Fossil Museum located 35 miles west of RSL3 and the International Peace Gardens located 2 hours northwest. Visitors feedback has been phenomenal with RSL 3's tours seeing a average of 1400 visitors per season. This number is expected to grow substantially with the introduction of RSL3WPP capabilities and offering an extended tour season to include K-12 schools. Also, a recent (2023) announcement from North Dakota Gov. Doug Burgum stating "the Pembina Gorge State Recreation Area (PGSRA) will be developed into North Dakota’s 14th state park. Development of the park will include underground utilities, roads, an approximately 35-site campground, six; all-season full-service cabins, a comfort station, shops and seasonal staff accommodations at a cost of approximately $8 million. Future development of the park may include a visitor center with indoor and outdoor learning areas with retail and office space. The newly funded Pembina State Park will be built 15 miles north of RSL3. Icelandic State Park, with twice the facilities and a welcome center, is located 15 miles east of RSL 3 and promotes RSL3 tours supplying a fresh group of attendees during their weekly stay at the park. This newly announced Park will only add attendees to existing attractions and the proven fact that people naturally love to explore, makes RSL 3 a natural draw with its unique learning experience. Research has shown an estimated 2 million people live within a 2 hour drive, with "our friends to the north", as they are called in Winnipeg, having a population exceeding 750,000. The goal of RSL3WPP is to put RSL3, North Dakota, and The United States of America "on the map" around the world, with its yearly World Peace Project productions.
RSL3WPP Summary
RSL3WPP's first production scheduled for the summer of 2025, will breakdown the human obsession with nuclear missiles, the prejudices and ability to shed this obsession, and then show peaceful possibilities for the earth and then how to reach these goals, all in 45 minutes! We as a world population are vulnerable to nuclear war and must free our minds by realizing we all are bound by basic thoughts and needs.
Through song and dance we then "spell out" our concept solution on a "notepad" missile field, producing yearly exhibitions unlike any other ever seen in the world. We plan to offer workshops for k-12 academia over the summer promoting dialogue with visitors and production crews alike. Through private contributions and a possible National Endowment for the Humanities (NEH) grant, RSL3WPP will retrofit the 43 acre site using the existing infrastructure to offer a "one of a kind" permanent, modern day production platform, to include lighting , sound, special effects, seating, props, inflatable movie screen, costumes, etc.. RSL3WPP is thereby showing that through the RSL3 historical missile site and worldwide cooperation, future world peace projects will continue to originate and emanate outward to the free world and contribute to future world peace. Through RSL3WPP we will not only promote peace through reflection, understanding, and dialogue, but also from the "strength and will" of the human specie as a whole combined in a global world peace awareness. Although this seems impossible in these trying times, it's time like these when people need to embark on a transformative journey away from fear and control, returning to our source under the nurturing guidance of our creator. This will be the continual thrust of RSL3WPP as we plan to open peoples' minds to the possibility of world peace through yearly productions or exhibition's using RSL3's historical site. In other words... Peace does exist, I'm aware it exists and I believe there should be more world peace. We as a species should always seek peace in the world, as well as lift our human vibration to a more peaceful level.
Final Say
Finally, if you made it this far in my peace rant, you may want to help in some shape or form. The stakes are high and this undertaking can make a difference for years to come...as in this year 2025 it the owners production, in 2026 it (could be) a team from Saudi Arabia and Poland, in 2027 a team from Mexico, Sweden and Canada. Hopefully the countries will follow their teams and the international stage will be set. The scope of RSL3 is extensive in that, the site itself changed world history toward peace in the "past" and we intend to (at least) have an impact on world peace in the "present" and for years to come. The enhancing of our website (rsl3.com) for a worldwide interactive viewing experience is vital in reaching the masses and we will employ Strategic Marketing, a web design and marketing firm out of New York and California to ensure this happens. The creativeness of this proposed project will have peers saying "who thinks of doing something like this"? Well, I do. Melbourne Sann the executive director, has this proposed plan, and lets just say that everything I've ever done in life has turned out better then even "I" expected. This will be no different and with the already local support and the recent state support securing a 2023 Historical state grant for partial RLOB HAVC renovation, we are on our way. After seeing the layout of the 2025 production above you kind of get the feeling of where we intend to go. With the extensive abbreviations from texting, the message can be limitless on the missile silo covers. Also we intend to offer silo messages to reflect the native languages of production teams countries as well as English posting options on the website to enlighten the average person of that countries origin. This investment from the private sector and the NEH is important to RSL3WPP because it offers a chance to promote peace in the humanities through dialogue to a worldwide audience. RSL3World Peace Project's existence not only promotes world peace but also the United States of America's contributions to world peace in the past and a continual contribution towards future world peace getting our message out to the world, one production at a time. The first production slated for 2025 will be proceeded by preparations in the summer and fall of 2024, with renovations already underway. This is a big undertaking and my team is up to the challenge.
